The New Patriotic Party (NPP) has cited five documents it says raise serious questions about the National Sports Authority’s (NSA) dealings with a private entity, Tribe CultureFest, and visa facilitation arrangements linked to the 2026 FIFA World Cup.

Speaking at a press conference on Thursday, October 15, 2026, the NPP’s National Communications Director, Dennis Miracles Aboagye, said the documents included memoranda of understanding (MOUs), emails and official letters involving the NSA, the Ministry of Sports and Recreation, and the United States Embassy.

He insisted that the allegations were backed by documentary evidence, stressing that “these are not rumours.”

“They are letters, emails, MOUs and lists bearing names and signatures of public officers who are supposed to be working in the interest of the Republic,” he said.

Aboagye outlined five records he believes raise concerns about the arrangements.

June 2, 2025 MOU with Tribe CultureFest

Aboagye cited an MOU between the NSA and Tribe CultureFest, which he said granted the private company “exclusive operational access” to NSA facilities.

He argued that this contradicted the Sports Minister’s earlier explanation that Tribe CultureFest was “simply renting space like any other private entity” at the authority.

    January 19, 2026 supplementary arrangement

He referred to a supplementary arrangement under which the NSA allegedly agreed to pay Tribe CultureFest $3,000 per person for US visa processing and $2,000 for Canadian visa processing for NSA personnel.

According to him, the payments were to be made “whether the visa is granted or not.”

January 28, 2026 email to the US Embassy

Aboagye said an email from the NSA’s Chief Operating Officer introduced 22 authority staff members to the US Embassy.

He questioned the inclusion of a board secretary, claiming the NSA had “no such officer serving,” as well as procurement officers he alleged were not the authority’s actual procurement personnel.

March 18, 2026 correspondence on flagged applicants

He said the US Embassy’s Fraud Prevention Unit flagged four applicants presented under positions that did not exist at the NSA and demanded proof of their employment.

Aboagye said the authority responded the same day with letters confirming the appointments.

    May 28, 2026 ministerial letter

The NPP communications director also cited a letter from the Ministry of Sports and Recreation to the US Embassy titled Request for Ministerial Support and Visa Facilitation Consideration for NSA Volunteers/Stroke Event Coordinators.

He said the ministry transmitted “a list of 90 names” to the embassy on behalf of the NSA.

Aboagye maintained that the documents raised questions about the NSA’s arrangements with Tribe CultureFest and the visa facilitation process. The claims were made by the NPP at the press conference and have not been independently verified in this report.
